Methodology. Each neighborhood gets two scores on a 0–100 scale. The service score is computed exactly like for a single address: we sample a grid of points inside the polygon (usually 4–12) and count POIs in 4 categories at each point. The user score averages manual ratings from residents. The combined score is the mean of both. Category weights: Transport 30%, Schools 25%, Infrastructure 25%, Green 20%.
